Calls in Queue Alert

Looking for a way to do real time desktop notifications for calls in queue longer than a particular time 

Tried the alerts via email tab but doesn't send through until after the call is picked up

Looking for the alert to stay on the desktop until manually dismissed 

Wanting to do this to alert agents that there are calls in queue to prompt them to go back on queue. Doing this will enhance business service levels.
